ZAP (zaštita potrošača) is the first project funded by the European Union in the area of Consumer Protection in Serbia. It is implemented by Eurecna S.p.A. as lead company of a consortium including GTZ and vzbv. The main beneficiary of the project is the Serbian Ministry of Trade and Services (MTS).

Confident, informed and empowered consumers are the motor of economic change. The promotion of the interests, health and safety of European consumers follow the aims of the Treaty establishing the European Community. Consumer policy is designed to ensure that the market is open, fair and transparent, allowing consumers to exercise real choice, excluding rogue traders, helping consumers and businesses in taking full advantage of the market potential.

The project is assisting Serbia to achieve the requirements of the Stabilisation and Association with the EU and will further develop and strengthen the capacity of the Serbian administration to initiate, implement and enforce legislation in line with the acquis communitaire, the cumulative body of European Community Laws. The Project Team provides technical assistance to the Ministry of Trade and Services, line ministries, law enforcement bodies involved in consumer protection and independent consumer organisations.
